Flanagan to Take on Incumbent Dem in North Minneapolis

Peggy Flanagan currently serves on the Minneapolis School Board, works for Wellstone Action, is an active DFLer, and is running for her party's endorsment in House district 58A, covering part of North Minneapolis.

What's unusual about that?  The seat is already occupied by a DFLer by the name of Joe Mullery.

Reached by phone Thursday night, Flanagan confirmed that she is running, and said "it's time that we have somebody at the Capitol who's on the floor fighting for community." 

Nationally (and to a lesser degree, locally) many in the progressive movement have experienced frustration with DFL majorities in legislative bodies that have not successfully moved a progressive agenda.  I asked Flanagan whether her campaign was an effort to elect "more and better Democrats" as many in the blogosphere have advocated, but she kept a very even keel:  "Our campaign is about bringing new people into the process, new people out to the caucuses...We want to make sure we get people [in the legislature] who are progressive and are really connected to the community -- folks here want someone who understands ins and outs of urban education, something I really want to focus on."

Calling the 58A seat "Safe DFL" might be an understatement:  in 2006 Mullery held the seat against Republican Nicole Kuehn by about 5,700 votes, or a 75%-18% margin.  But some DFL activists have expressed frustration at what they've seen in Mullery's tenure in St. Paul, in which he has served on the Commerce and Labor Committee, Taxes Committe, and chaired the Public Safety and Civil Justice Committee.

Mullery could not be reached immediately for comment Friday.  In any case, Flanagan filed paperwork yesterday, and says that her campaign website will be up soon.  Her excitement came through loud and clear over the phone:  "I love this part of the campaign, out there meeting with folks in coffee shops, finding out what people are really proud of in our community..."  Sounds like north Minneapolis will have quite a race to look forward to in 2008.

Great story Joe!  Peggy is a strong progressive who would serve the citizens of North Minneapolis well.  Rep Mullery ought to be a bit concerned right now.

Wow, that's pretty damning.  Just for fun I looked up Mullary's voting record, and it would be hard to be more progressive than this guy.

So basically what is going on is that Flanagan just wants this guy's job.  We've got a Presidential election, a senate race, a couple of competitive congressional races, but Flanagan is going after a progressive in a safe Democratic house district.  Right there in a nutshell is everything that is wrong with the DFL.

Win or lose, I think it's great - GREAT! that we are willing to challenge one of our own - in a safe seat, where the only outcome will be a healthier and more vetted representative.

I know nothing about Mullery, and don't need to.  He may be the best person for the job, but it's good for him, and good for the progressive movement to prove it.

I would like to see much much more of this type of healthy debate.

But this article and Flanagan's quotes make it sound like this district needs a progressive upgrade, when the current rep is very progressive.  If there is a problem with Mullery, she needs to articulate it.  While competition is good, competition based solely on the fact that she wants this guy's job is pretty lame, especially with everything that is going on next year.

Frankly, I would never support anyone who has been a part of the Minneapolis school board the last few years.  Peggy Flanagan is a 27-year old whose public record (as one of a board of seven, to be fair) has been one of gross incompetence.  Why is that being promoted?  What crap.

refuses to compromise and uses the power of his committee chairmanship  to keep legislation that he personally disagrees with from the flooor, even though a House majority or consensus majority clearly may want to see the that legislation passed.

AND there are at least three other candidates lining up to take a shot at him.

He's got issues and its about time he lost his seat. It's not 1990 anymore.

and challenge Pogemiller for Senate Majority Leader.  Pogey may be smart and he may be right 70% of the time, but you really need a consensus builder in that role, someone who can look out and see the implications of their postions for Greater Minnesota and the suburbs.

You didn't challenge or even examine her claim that Mullery wasn't "on the floor fighting for community," and then inserted your own supposition that Mullery belongs in the Local Lieberdem/DINO Caucus which ought to be replaced by "more and better Democrats," so this article is biased and unconvincing.

Defeating Norm Coleman and choosing a Democratic successor to Bush are worthy goals, but let's focus on what's really important: Sending Michele Bachmann back to the private sector!

Your assumption that I spoke to no one other than Flanagan for this piece is incorrect.  Your assumption that I did not attempt in good faith to contact Rep. Mullery for his reaction is also incorrect.  I fully intend to research this and many other inter-party fights as they materialize.

but your comment that you didn't talk only to Flanagan and tried to talk to Mullery competely misses the point.  I  would hope you are capable of writing a fair and non-misleading story even if you don't talk to both sides. It wasn't hard to figure out that Mullery isn't a DINO and is actually very progressive. Your website header says "political analysis" but your story was little more than a press release for Flanagan.

Mullery protects sexual predators for one (0.00 / 0)
He's consistently refused to allow a hearing on a bill that would expose sexual predators. 

That bill would clarify 1991 legislation that allowed adult survivors of childhood sexual abuse to bring action after the discovery of harm. The bill Mullery is sitting on would require medical and other evidence to make the determination of harm, rather than tying it to a simple age of majority provision.

The law got muddied in a 1996 court decision after a test case was run by opponenents and the court ignored legislative intent.

When Jeff Johnson ran that committee he at least allowed a hearing on this legislation to go forwad, rather than sitting on it because of personal disagreement, discomfort or lobbyist influence.

By the way, how did that bill do after Jeff Johnson let it be heard?  Did it pass unanimously and get signed into law?  If the only basis for opposing the bill was to "protect sexual predators" how could it fail?

So I guess it's ok for a DFL Chairman to kill the bill unilaterally then? Delaware just passsed a similar bill (unanimously).

And yes, it is that simple. By his actions as committee chair, Joe Mullery continues to protect sexual predators and those who aid, abet and shield them.

Mullery is no DINO but Flanagan will have to articulate a better argument in order to win supporters for either the nomination or general.

As for why the unnamed "DFL activists" have expressed frustration at Mullery, there's only one key vote I can imagine there to be any vitrol about: the constitutional amendment to set aside money for natural/hunting habitat and cultural programs:

While the above MPR article does not cite why Mullery objected to the bill (a bill that Pogemiller and other DFL leaders pushed) it does cite why Sen. Keith Langseth, also on the Taxes Committee that killed the bill, voted against it:

"This is one more step in a direction we should not be going in," he said. "It doesn't have to do with what this money was going for. It has to do with should we be budgeting through the Minnesota constitution? And I've come to the conclusion we should not."

Given Mullery's voting record, I imagine he was in agreement with Langseth on this issue.

As much as I like Peggy, I don't think this is the time or place. (at least not the place).  She would be a dynamite candidate to be sure, but there are other DFLers in the metro area who deserve to be taken out much more than Mullery.  Phyllis Kahn comes to mind, too bad Peggy doesn't live in her district.

Tell me.  Are sexual predators represented by a strong lobbying effort?  Just who are the lobbyists representing the sexual predators?

Now just to make it clear, I don't really know much of anything about Flanagan or Mullery, and I have no stake in this race.

But it just struck me as a little strange that you would suggest there is a strong sexual predator lobbying effort out there.

These guys represent the Minnesota Religious Council (not to be confused with the Joint Religious Legislative Coalition or the MN Council of Churches)

Faegre & Benson who represents both the ArchDiocese of Minneapolis/St. Paul and the Minnesota Religious Council. 

Faegre & Benson aggressively lobbies against justice for survivors of childhood sexual abuse and against the exposure of predators.

The Minnesota School Boards Association also lobbies against this bill.

It's a very simple bill. Individuals are held accountable for their actions.  Institutions have nothing to worry about if they did nothing wrong and followed some sort of protocol or procedure to protect children.

That's why the Minnesota County Attorney's Association supports this bill. 

And, btw, I'm not supporting Peggy Flanagan at this juncture.  Joe Mullery is abusing his position and needs to be removed as chair of the Public Safety and Civil Justice Committee. I'll support whoever can accomplish this.  Remember there are other challengers to Mullery too...

As introduced on Feb 1 2007.  Some modifications were made in the course of the House session, particulary after the House Bill went to The Public Safety Finance committee after Mullery's continued intransigence.

Steve Simon was the House sponsor and Gary Kubley the State Senate sponsor.

To be honest, I had never heard of Joe Mullery before a couple of days ago.  My issue was the vagueness of the allegations.  Thanks for providing the specifics and backing them up.
